A. About Asian Disaster Preparedness Center

ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

B. About CARE for South Asia

ADPC is implementing a five-year project, titled “Climate Adaptation and Resilience (CARE) Project for South Asia” with financial support from the World Bank Group. The project aims to create an enabling environment for climate resilience policies and investments across South Asia. This objective will be achieved through enhanced regional cooperation and knowledge exchange for climate resilience and adaptation and mainstreaming of resilience and adaptation in national policies, plans, and investments.

Until Q3 2023, a considerable amount of effort has been taken through the provision of advisory services for policy and investment interventions, promotion of Climate Resilient Design and Standards for the South Asia Region, and Implementation Support to Climate-Risk Management Solutions for Participating Countries in the focus sectors of Climate-Smart Agriculture, Integrated Water Resources Management, Resilient Transport Infrastructure, and Climate Policy, planning and finance sectors in the three project countries of Bangladesh, Nepal, and Pakistan. This initiative was successful because of close engagement and collaboration with over 35 government stakeholders across the three project countries.

B. Background

Disasters take a huge toll on the development agenda of SAR countries. Between 2000 and 2017, disasters in South Asia incurred estimated damages of US$ 149.27 billion. Public expenditure is under stress by the repeated need to reallocate capital budgets away from long-term development planning and towards reconstruction activities in post-disaster environments. For example, since 2005, Pakistan has suffered losses on the order of US$ 16 billion due to natural disasters. In Bangladesh, 2007 Cyclone Sidr resulted in damages and losses of US$1.7 billion, or 2.6 percent of GDP.

To increase resilience and achieve climate commitments, there is a need for a transformational shift towards policies and institutions that enable climate resilient investments. Investing in more resilient infrastructure is both profitable and urgent as disruptions are extremely costly for governments, households and private sector and large ongoing investments in infrastructure assets will have long-lasting repercussions as poor maintenance and natural disasters result in a vulnerable stock. In this setting the CARE for South Asia project is being implemented with an overall objective to contribute to an enabling environment for climate resilience policies and investments in select sectors and countries in South Asia through Enhancing Policies, Standards and Capacities for Climate Resilient Development under the component-2 of the project.

The project would require the services of an experienced Project Manager to support the Project Director in coordinating with the teams in Bangkok and in the three countries as well as to provide technical backstopping required to ensure the implementation of the work plan and achievement of the project development objectives.

The overall objectives of this consultancy service are to:

  • Support the Project Director (PD) in strengthening the management capacity of ADPC in the implementation of the CARE for South Asia project;
  • Provide technical and coordination support to the team of experts at Bangkok as well as act as the interface with various teams responsible for the implementation of activities
  • Support the teams based in Bangladesh Nepal, and Pakistan ensure progress towards achievement of the project development objectives.
  • Ensuring efficient integration of inclusive practices in all aspects of the project.

C. Statement of Intent

The Project Manager will be responsible for planning, coordinating, and managing the operational, administrative, and financial activities of the Project.

Note:

It is not the intent of this Terms of Reference to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibilities.

D. Duties and Responsibilities

The Project Manager shall be responsible for the following:

  • Assist the PD in the implementation of the project as per the Operations Manual and work plan.
  • Support the Project Technical Coordinator in the technical review of documents and design of various events and platforms under the project.
  • Support in coordination and communication with project partners and country teams in Nepal, Bangladesh, and Pakistan.
  • Support in implementing operational policies, funds, and resources for smooth day-to-day operations.
  • Support the PD and Monitoring and Reporting Specialist in implementing the M&E system, monitoring, reporting, and verification of project achievements. Develop quarterly bi-annual progress updates.
  • Support the PD and Financial Management Officer in budget controlling, monitoring, and financial and administrative management of the Project.
  • Support the PD and Procurement and Contracts Management Specialist in ensuring compliance with procurement procedures and regulations, the procurement plan, and contract management.
  • Ensure the effective integration of inclusive practices in all aspects of the Project.
  • Any other tasks delegated by the Project Director.

E. Deliverables

The Project Manager will have recurring deliverables such as:

  • Compile monthly progress updates in PowerPoint and Word format for the project team and WB meetings
  • Review and update technical documents such as event concept notes, briefs, etc for project implementation
  • Produce monthly budget tracking report and review of individual consultant and firm progress
  • Review the progress on milestones
  • Prepare monthly event and training calendars
  • Facilitate the process of events and training under the project
  • Facilitate Coordination Working Group meetings, and meetings with Co-TTLs on a monthly basis and prepare meeting minutes and follow up on agreed actions.
  • Coordinate and prepare for ISR missions twice a year in coordination with WB Task Team

F. Qualifications

The candidate should at least have:

  • An advanced degree in disaster management, or a relevant discipline of management and coordination in the area of climate change and disaster risk reduction.
  • At least eight years of experience in managing projects related to Disaster Risk Reduction and Climate Change Adaptation in South Asia and activity implementation. An experience of more than 10 years is preferred.
  • At least five years of experience preparing and managing project budgets and work plans
  • Experience in overseeing the implementation of a complex not-for-profit project would be an advantage.
  • An excellent understanding of the current regional (Asia-Pacific) and global discourse related to Climate Adaptation and Resilience is required.
  • Experience with Multilateral Development Banks would be preferred.
  • Excellent writing and communication skills.
  • Excellent computer skills including MS Office (Word, Excel, PowerPoint, and Teams) and other relevant software and applications currently being used.

G. Reporting Relationships

The Project Manager will report to the Project Director. The Manager will maintain close coordination with the project offices in the pilot countries. The Manager will also coordinate with the other CARE for South Asia project specialists at the regional and national levels to carry out different activities under the project.

Department Introduction:

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and more efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

Purpose and Objectives:

ADPC has been implementing the Asian Preparedness Partnership (APP) since 2017. The APP is a multi-stakeholder regional partnership comprised of national and sub-national governments, local NGOs, civil society organizations, media, the academia, and the private sector in Cambodia, Myanmar, Nepal, Pakistan, Philippines, and Sri Lanka, with support from the Bill & Melinda Gates Foundation. The APP promotes and supports locally-led actions to prepare for, respond to, and recover from disasters, commonly referred to as “localization.” The APP Phase 3 will focus on consolidating and sustaining a multi-sectoral partnership model at regional, national, and sub-national levels to prepare for, respond to, and recover from disasters.

The Communications Coordinator- Consultant for APP Phase 3 will be responsible for communications, knowledge management, and coordination for communications for APP. The consultant will focus on continuous updating and development of the APP website and online and offline communication channels; and developing documents that reinforce the contribution of the APP. The consultant will engage in promoting south-south learning, and knowledge exchange among and between the APP and other program countries in Asia-Pacific.

The consultant will be based at ADPC's head office in Bangkok**.**

Expected Outputs:

  • Continuous updating and managing the APP website and social media channels;
  • Published bi-monthly/ quarterly electronic newsletters;
  • Developed communication and outreach materials, infographics, process documents, stories, and case studies;
  • Documented program activities through activity photographs, videos, and testimonies.
  • Developed multimedia products (audio and video), as required;
  • Facilitated south-south learning and knowledge exchange between the APP countries.

Duties and Responsibilities:

Communications and Knowledge Management

  • Develop content, update, and manage the APP web portal and social media channels;
  • Prepare and publish content for bimonthly/ quarterly electronic newsletters, including carefully curated articles and briefing materials on APP as needed/requested;
  • Work with the program lead to prepare communication and outreach materials such as presentations, posters, brochures, factsheets, infographics, etc.;
  • Develop evidence-based case studies to promote good practice across and beyond the region;
  • Document program activities through activity photographs, videos, and testimonies.
  • Design and develop multimedia products (audio and video) for program activities;
  • Assist in the development of a KM strategy for APP;
  • Coordinate, facilitate, and promote south-south learning and knowledge exchange between the APP countries and beyond;
  • Coordinate with the ADPC communication team, M&E team, and other thematic program teams for communications and outreach, as required;
  • Maintain continuous communication and coordination with stakeholders for program activities.

Working Principles:

The Communications Coordinator will work closely with and report to the Program Lead in Bangkok, Thailand, under the overall guidance of the Director, Preparedness for Response and Recovery.

Qualifications:

Education:

  • Master’s degree in Mass Communications, or related disciplines is essential.

Work Experience:

  • Overall professional experience of 5 yearsout of whichat least 3 years in research, knowledge production and management, communication, and outreach in Disaster Management or a related field;
  • Excellent English language skills, both oral and written;
  • Developing content for websites and social media, website management including an understanding of web-based content management systems;
  • Analytical capacity and demonstrated ability to process, analyze, and synthesize complex, technical information into user-friendly formats and products;
  • Proven ability to support the development of high-quality knowledge products including multimedia; content for online and social media outreach, and case studies;
  • Proven competence in effective written communication to a varied audience simply and concisely;
  • Previous experience in working with international organizations; and NGOs; and
  • Knowledge of working ethics of national government agencies, NGOs, private organizations, and international organizations in the Asian region.

Personal Qualities:

  • Self-motivated, pro-active, and takes initiative;
  • Demonstrated ability to plan, and organize work & time independently;

Background:

iMMAP France is a non for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations ad we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities. iMMAP France, is the host entity of the Nigeria INGO Forum and the PLRCAP Initiative.

Nigerian INGO Forum (NIF) NIF is an interagency network of international NGOs, established in 2014 to facilitate the coordination and cooperation of humanitarian aid and development between INGOs and among INGOs and external stakeholders including the Government of Nigeria, Nigerian civil society, UN agencies, diplomatic actors, and donors.

PLRCAP (Promoting Local Response Capacities and Partnership) an initiative of the Nigeria INGO Forum, accompanies Nigerian local and national civil society organizations in their organizational growth and development. Through its NGO Support Hub, including the Hub’s digital learning tools, communities of practice, information and visibility databases, Nigerian NGOs can elaborate and progress organizational development plans, access technical assistance, learn and share with peers and experts, find partners and increase their visibility. In addition to member support functions, the Hub runs specialized learning journeys, as developed with members and partners, as well hosts its NGO expert webinar series, every two weeks,sparking peer learning and dialogue on key topics for Nigerian civil society. To ensure its effectiveness and relevance the Hub, with its partners the Hub carries out a series of research and knowledge sharing activities, including mappings and reviews of Nigeria’s civil society, identifying challenges and success strategies.

PLRCAP is seeking a highly motivated and experienced Learning Coordinator to join our organization and lead in the capacity strengthening of non-governmental organizations (NGOs). The ideal candidate should have experience working with Nigerian or international NGOs in the areas of capacity strengthening, development, coordination, development and facilitation of learning programs. This position requires strong communication skills, a deep understanding of adult learning, and the not for profit sector and a passion for promoting effective learning and growth within the sector.

This candidate will join a small team to assist in the launching of the hub as well as develop a Hub’s specialized Learning Journeys for 2023 and 2024, notably a comprehensive capacity strengthening program for NGOs working in Adamawa in Emergency and Transitional Programming.

Scope of work

Description of Duties

Develop and roll out the PLRCAP Learning Journeys:

  • Work with the PLRCAP team and the Hub member organizations to understand organizational needs, design and roll out a full course focused on transitional programming and the humanitarian/development nexus.
  • Identify and bring on board relevant partners and experts relevant to each learning journey.
  • Lead in the development of course design with experts and partners.
  • Plan, coordinate and ensure the effective call for course applicants and marketing of each course.
  • Manage the participant review and selection process.
  • Plan, coordinate, and ensure effective delivery of course training and mentorship sessions.
  • Work closely with the PLRCAP technical advisor and experts to develop training materials, presentations, and other resources to support learning initiatives in line with PLRCAP vision and branding.
  • Coordinate and ensure effective scheduling and provision of mentorship and coaching to NGO staff to enhance their skills and competencies.
  • Work with the team to ensure continued update and improvement of the NGO support curated library of resources.
  • Work closely with MEAL Coordinator to collect relevant data for the HUB’s MEAL framework and data collection needs.

Develop and implement capacity strengthening strategies:

  • Coordinate and work closely with all relevant stakeholders to ensure effective and efficient functioning of the NGO support hub towards addressing the needs of the Nigerian NGOs.
  • Collaborate with stakeholders to identify capacity gaps and develop an organizational development plan and strategies to address them.

Provide technical assistance and support:

Requirements

Education:

  • Bachelor's or Master's degree in a relevant field (e.g., international development, development studies, organizational development, or any area of social sciences).

Experience

  • Proven experience working in the non-governmental sector, preferably in capacity strengthening or organizational development roles.
  • Familiarity with organizational assessment tools.
  • Good understanding of NGO operations, including project management, fundraising, governance, and monitoring and evaluation.
  • Sound knowledge of adult learning principles, instructional design methodologies, and participatory approaches.
  • Proficiency in using relevant software and tools for training, data analysis, and knowledge management.

Soft skills

Consultant- Public Finance Management (PFM) Expert

Purpose and Objectives

ADPC is implementing two studies supported by the Coalition for Disaster Resilient Infrastructure (CDRI) on "Assessment of fiscal risk due to disasters on critical infrastructure". One part of the study covers for Indian States (Odisha, Tamil Nadu, Gujarat, Himachal Pradesh) and another national assessment covering India, Nepal, Fiji, Mauritius.

The key elements of the assignment are:

(1) A budgetary analysis of the allocations and expenditure carried out in the post-disaster phases with specific reference to infrastructure sectors: power, transport (roads & bridges) vis-à-vis the estimated disaster losses. The assessment will provide an estimate of historical direct losses and damages in monetary terms, normalized with some underlying unit (e.g., economic loss per person affected, people affected as percentage of total population). The assessment will also estimate post-disaster funding gap, overall and in respective infrastructure sectors.

(2) Estimation of Indirect Effects of disasters: sector-specific estimation; how losses in one sector translate to losses in the other related sectors (e.g., impact on transport sector spilling-over to local economy or State GDP at large). The assessment will quantify the indirect effects of disasters in terms loss of income, value added or economic output.

(3) A modelling exercise (Probabilistic Assessment) of disaster-related loss and damages to project future risk exposure (in financial terms) and funding requirements for the government. The modelling will consider changing exposure and hazard scenario and will also incorporate the probabilistic effects of climate change.

Accordingly, the assignment will have FIVE major output sections:

  1. Fiscal risk assessment based on the historical disaster losses (Basic Statistical Assessment)
  2. Review of existing DRF policies and budgetary arrangements for funding post-disaster losses to examine post-disaster funding gap, if any
  3. Estimation of the indirect effects of disasters through economic modelling
  4. Projected fiscal risks due to severe disasters through Catastrophic Modelling
  5. Recommendations for governments on DRF solutions based on the above-mentioned analysis and international experience in DRF.

Expected Outputs

The PFM Expert will be responsible for supporting the project activities in India as well as other project countries (Nepal, Mauritius, Fiji). The outputs expected from the Consultant are:

1. Review of existing budgetary provisions for financing post-disaster losses (part II of budgetary analysis) (activity 4)

Deliverable: Report section for the fiscal risk study for each country (4 total by understand the current disaster risk financing environment in each selected country, including the specific mechanisms and processes in place, the hazards and assets or activities covered by the current national framework, and the amount of funding available.

The deliverable will describe the sources of information relied on and present a well-structured summary of the financial provisions in place in each country.

2. Funding gap assessment (activity 5)

Deliverable: Report section for the fiscal risk study for each country (4 total). The deliverable will be based on current funding arrangements from activity 4 and expected funding need scenarios developed from activities 2 and 3, with focus on the timeframe of funding needs and the potential for long term reconstruction efforts to be disrupted by subsequent disasters requiring emergency response.

3. Recommendations for governments on DRF solutions based on the abovementioned analysis and international experience in DRF (activity 6)

Deliverable: Report section for the fiscal risk study for each country (4 total) with risk-layered disaster risk finance strategy to mitigate the fiscal risks of disasters which affect critical infrastructure sectors. Strategy may include investments in resilience and funding strategies for those investments or policies to reduce exposure and vulnerability as appropriate.

The deliverable will consider the funding gaps identified across different return periods, hazards, and sectors, and develop a comprehensive strategy for each of the four countries studied.

Responsibilities and Tasks

Reporting to the Team Leader of the CDRI1 and CDRI2, the Consultant-PFM Expert will be required to perform the following tasks:

1. Review of existing budgetary provisions for financing post-disaster losses

  1. A review of the overall DRM plans and policies of the national and state governments and where public finance assessment of DRM.
  2. A detailed review of the existing public finance management policies of the governments along with the standard operating procedure (SOP) of budget execution that comes into effect during different phases (viz., response, recovery, and reconstruction) following a disaster.
  3. Review of the existing budgetary provisions, funding sources, historical expenditure patterns and post-disaster funding priorities of the governments.
  4. A historical record of the disaster-related expenditure of the government considering the three post-disaster phases: emergency response, short-term recovery through repairs and restoration of physical infrastructure, and long-term reconstruction should be embedded into the review process.
  5. Draft a report section in consultation with CDRI team and present the same for internal discussion.

2. Funding gap assessment

  1. Develop a methodology for post-disaster funding gap assessment
  2. Working Principles

The Consultant will report to the Deputy Executive Director (DED) of ADPC who serves as the Team Leader of CDRI1 CDRI2 projects.

The Consultant is also expected to collaborate with the project team composed of disaster risk management, and disaster risk finance specialists.

Qualifications

  • A master or equivalent qualification in the field of public finance management, economics, business administration, public accounting or similar area of expertise.
  • At least 10 years of experience in the area of public financial management, specifically in one or more of the following areas: budget preparation and execution processes; public investment management; experience in analytical work related to public financial management and public expenditure analysis and minimum 8 years of experience in dealing with climate expenditure.
  • Minimum of eight (8) years of professional experience of working in Asia and the Pacific region
  • Knowledge of decentralization/local governance, especially in one or more of the following areas: fiscal decentralization and subnational planning.

B. Background

B.i. About ADPC

Disasters take a huge toll on the development agenda of SAR countries. Between 2000 and 2017, disasters in South Asia incurred estimated damages of US$ 149.27 billion. Public expenditure is under stress by the repeated need to reallocate capital budgets away from long term development planning and towards reconstruction activities in post-disaster environments. For example, since 2005, Pakistan has suffered losses on the order of US$ 16 billion due to natural disasters. In Bangladesh, 2007 Cyclone Sidr resulted in damages and losses of US$1.7 billion, or 2.6 per cent of GDP.

To increase resilience and achieve climate commitments, there is a need for a transformational shift towards policies and institutions that enable climate resilient investments. Investing in more resilient infrastructure is both profitable and urgent as disruptions are extremely costly for governments, households, private sector and large ongoing investments in infrastructure assets will have long-lasting repercussions as poor maintenance, and natural disasters result in a vulnerable stock.

B.ii. About CARE for South Asia Project

With the financial support from the World Bank Group, ADPC has been implementing a five-year project, titled “Climate Adaptation and Resilience Project for South Asia” (CARE). The project aims to create an enabling environment for climate resilience policies and investments across South Asia. This objective will be achieved through enhanced regional cooperation and knowledge exchange for climate resilience and adaptation and mainstreaming of resilience and adaptation in national policies, plans and investments.

Considerable work has been undertaken from 2021 to integrate gender and social inclusion considerations under the different sector-specific work in the project countries for Enhancing Policies, Standards and Capacities for Climate Resilient Development. This included review of policies, strategies, and practices related to the core sectors to find ways to further integrate gender and social inclusion considerations into the sector work.

In this setting, a qualified consultant is required to work as the Gender Equality Coordinator will help in enabling and promoting gender equality and sensitize project stakeholders to gender issues, which may lead to the project contributing to creating a more resilient and adaptive society in the face of climate change. This will specifically be done through building institutional capacities within select sectors to involve more women and womens’ issues in the sectoral work.

C. Statement of Intent

The objective of this TOR is to hire a Gender Equality Coordinator to provide technical inputs from a gender and social inclusion perspective on sector outputs and deliverables , suppot in developing relevant knowledge products and capacity building activities across sectors that are implemented under CARE for South Asia project.

It is not the intent of this Terms of Reference to cover every aspect of the position requirements, rather highlight the most important areas of personal and joint responsibilities.

D. Duties and Responsibilities

The Consultant shall provide the following inputs:

  • Ensure CARE for South Asia project activities integrate gender and social inclusion considerations across sectors and across the three project countries
  • Coordinate the development of sensitization curriculum and implementation of other capacity development activities under CARE with national and regional organizations and firms across the three focus countries
  • Provide technical inputs to support trainings and development of e-learning courses to integrate gender under CARE
  • Closely coordinate with firms, regional and national entities to ensure gender sensitization work is carried out under the CARE for South Asia project
  • Identify entry points, and develop a framework for mainstreaming gender equality in project activities using other tested techniques, based on the PDO of CARE and project implementation processes
  • Develop a plan for ADPC staff and consultants including the senior management working on CARE and support its implementation for enhancing their technical capacities on mainstreaming gender equality in technical and operational work related to CARE on a regular basis
  • Perform other relevant tasks related to CARE for South Asia as assigned by the Project Director

E. Deliverables

  • Develop a framework for gender mainstreaming into the focus sectors
  • Conduct sensitization to the CARE for South Asia team on gender mainstreaming based on the developed framework
  • Review, validate, and finalize the Inception report on gender mainstreaming required in the focus sectors
  • Develop relevant knowledge products, as required under the CARE for South Asia project to build awarement on gender equality
  • Finalize the modules and materials developed for sensitization and orientation
  • Conduct orientation workshops for Sensitization on Gender Responsive Climate Budgeting (GRCB) provided to stakeholders in the three countries through orientation workshops

  • Conduct orientation workshops for Gender Mainstreaming in Integrated Water Resources Management (GMIWRM)
  • Sensitization on Gender Mainstreaming in Climate Resilient Infrastructure and Services (GMCRIS)
  • Need-based implementation support provided and review of outputs, and modules from the gender mainstreaming aspect across sectors

F. Qualifications

  • A master’s degree in gender and development studies, social sciences, anthropology or a relevant field
  • A minimum of 8 years of professional experience working in the area of Gender and Diversity and at least 2 years of experience in gender and diversity within disaster risk reduction and climate resilience in an international setting. An experience of 12 years would be preferred
  • A minimum of 2 years of professional experience working in Asia and the Pacific region
  • Demonstrated experience in implementing strategies and plans for mainstreaming gender equality in programs, especially in DRR and CR
  • An excellent understanding of the current regional (Asia-Pacific) and global discourse related to gender and inclusion in disaster risk reduction and climate resilience
  • Proven research and analytical work

Purpose and Objectives

ADPC is implementing two studies supported by the Coalition for Disaster Resilient Infrastructure (CDRI) on "Assessment of fiscal risk due to disasters on critical infrastructure". One part of the study covers for Indian States (Odisha, Tamil Nadu, Gujarat, Himachal Pradesh) and another national assessment covering India, Nepal, Fiji, Mauritius.

The key elements of the assignment are:

(1) A budgetary analysis of the allocations and expenditure carried out in the post-disaster phases with specific reference to infrastructure sectors: power, transport (roads & bridges) vis-à-vis the estimated disaster losses. The assessment will provide an estimate of historical direct losses and damages in monetary terms, normalized with some underlying unit (e.g., economic loss per person affected, people affected as percentage of total population). The assessment will also estimate post-disaster funding gap, overall and in respective infrastructure sectors.

(2) Estimation of Indirect Effects of disasters: sector-specific estimation; how losses in one sector translate to losses in the other related sectors (e.g., impact on transport sector spilling-over to local economy or State GDP at large). The assessment will quantify the indirect effects of disasters in terms loss of income, value added or economic output.

(3) A modelling exercise (Probabilistic Assessment) of disaster-related loss and damages to project future risk exposure (in financial terms) and funding requirements for the government. The modelling will consider changing exposure and hazard scenario and will also incorporate the probabilistic effects of climate change.

Accordingly, the assignment will have FIVE major output sections:

  1. Fiscal risk assessment based on the historical disaster losses (Basic Statistical Assessment)
  2. Review of existing DRF policies and budgetary arrangements for funding post-disaster losses to examine post-disaster funding gap, if any
  3. Estimation of the indirect effects of disasters through economic modelling
  4. Projected fiscal risks due to severe disasters through Catastrophic Modelling
  5. Recommendations for governments on DRF solutions based on the above-mentioned analysis and international experience in DRF.

Expected Outputs

The DRF Expert will be responsible for supporting the project activities in India as well as other project countries (Nepal, Mauritius, Fiji). The outputs expected from the Consultant are:

1. Detailed financial risk assessment based on historical data (part I of budgetary analysis) (activity 1)

  1. Deliverable: Report section for the fiscal risk study for each country (4 total) by describing the historical scale and scope of disaster-related loss and damages in each country, and how post-disaster funding needs have been met.

Report section will include timeseries analysis of the major losses and damages by type (asset damage, business interruption, lost lives and human health) and, when possible, by sector, and associated government expenditures.

4. Recommendations for governments on DRF solutions based on the abovementioned analysis and international experience in DRF (activity 6)

Deliverable: Report section for the fiscal risk study for each country (4 total) with risk-layered disaster risk finance strategy to mitigate the fiscal risks of disasters which affect critical infrastructure sectors. Strategy may include investments in resilience and funding strategies for those investments or policies to reduce exposure and vulnerability as appropriate.

The deliverable will consider the funding gaps identified across different return periods, hazards, and sectors, and develop a comprehensive strategy for each of the four countries studied.

Responsibilities and Tasks

Reporting to the Team Leader of the CDRI1 and CDRI2, the Consultant-DRF Expert will be required to perform the following tasks:

1.A detailed financial risk assessment based on historical data.

  1. Develop a national-level catalogue of disaster incidences for at least 10 years having major data heads like no. of human deaths, no. of people affected, economic damages particularly in critical infrastructure sectors: Roads & Bridges and Power. For India, sector-wise data for all states to be compiled at the national level. The data will include information on all available infrastructure sectors including that for roads & bridges and power.
  2. Compile an accurate record of post-disaster expenditure data of the government from official sources (e.g., annual budgets, specific reports on disaster-related expenditure).
  3. Analyze the trends and patterns in the disaster losses data and expenditure data to allow an estimation of the financial cost of disasters with respect to some unit of loss (e.g., human deaths or people affected).
  4. Draft a report section in consultation with CDRI team and present the same for internal discussion.

2.Review of existing budgetary provisions for financing post-disaster losses.

  1. A review of the overall DRM plans and policies of the national and state governments and where DRF fit into it.
  2. A detailed review of the existing DRF plans and policies of the governments along with the standard operating procedure (SOP) of budget execution that comes into effect during different phases (viz., response, recovery, and reconstruction) following a disaster.
  3. Review of the existing budgetary provisions, funding sources, historical expenditure patterns and post-disaster funding priorities of the governments.
  4. A historical record of the disaster-related expenditure of the government considering the three post-disaster phases: emergency response, short-term recovery through repairs and restoration of physical infrastructure, and long-term reconstruction should be embedded into the review process.
  5. Draft a report section in consultation with CDRI team and present the same for internal discussion.

3.Funding gap assessment

  1. Develop a methodology for post-disaster funding gap assessment
  2.
